Job Introduction
The Clean Air Zone Operations team plays a critical role in improving air quality in Bradford through the delivery of the Clean Air Zone. The Enforcement and Appeals Officer role within the team enforces the legislation, policy, and guidelines that cover Bradford’s Clean Air Zone (CAZ).
We are looking for a Enforcement and Appeals Officer to join our dedicated team in the Clean Air Zone Operations Department. This role is an opportunity to make a real difference in our vibrant and diverse city.
The main responsibilities of this role:
- Be the point of contact for representations (appeals) in relation to moving traffic violations under The Traffic Management Act 2004 and Bradford CAZ Charging Scheme Order including vehicle compliance with the Bradford CAZ emissions standards and road user charges. Reviewing evidence of manufacturer and tax class data and vehicle retrofit solutions in accordance with CVRAS approved schemes, to determine eligibility for exemption from CAZ charges, applying the Council’s CAZ operations policies to resolve queries, appeals and challenges. On occasion may have to deal with challenging and difficult individual and fleet vehicle owners.
- Handling appeals and challenges to the Council’s local exemptions policy, reviewing and determining exemptions for those classes of vehicles permitted local CAZ exemptions under the Council’s Charging Scheme Order, advising the applicants of the outcomes of such reviews in a timely manner. Where exemptions are granted, ensuring that accurate records are maintained in CAZ exemption databases and making recommendations to the CAZ Operations Manager on exemption policy development as required.
- Carrying out spot checks on non-compliant vehicles entering the Clean Air Zone to ensure compliance with legal emissions levels
