Job Introduction
Bradford Council received a ministerial directive to develop a Clean Air Zone (CAZ) to improve the district’s Air Quality. The CAZ Operations team was created to deliver the Bradford Clean Air Plan and implement the Clean Air Zone. The Clean Air Zone was launched on 26th September 2022.
The Clean Air Zone Operations team plays a critical role in improving air quality in Bradford through the delivery of the Clean Air Zone. The Enforcement and Appeals Officer role within the team enforces the legislation, policy, and guidelines that cover Bradford’s Clean Air Zone (CAZ).
The post holder will deal with cases for appeals and court action in relation to compliance with Bradford’s CAZ Emissions standards, Exemptions Policy, Road User Charges and Penalty Charge Notices. They will gather evidence and impartially and equitably enforce national legislation and conditions of the Bradford Clean Air Zone Charging Scheme Order, in accordance with the requirements of the Traffic Penalty Tribunal’s code of practice and recommendations. They will also be involved in identifying ways to improve and develop the management of the Clean Air Zone and processes for Enforcement of the Council’s Charging Scheme Order, making recommendations on the effectiveness, efficiency and quality of services.

The successful candidate will have:
- An NVQ level 5 or equivalent qualification and experience working in a regulatory and customer-focused enforcement service environment.
Or
- Extensive experience working in a regulatory and customer-focused enforcement service environment.
- A working knowledge of the UK’s Clean Air Zone Framework and the obligations this place on Councils implementing Clean Air Zones.
