Contracts & Procurement Manager

Job Introduction

Waste & Fleet Services are looking to recruit a Contracts & Procurement Manager to be responsible for the management of all waste and fleet related assets and contracts. 

Our Fleet service operates, repairs and maintains over 1,500 fleet assets covering every area of the Council. Our Waste service collects from 225,000 properties, operates across six sites and manages over 200,000 tonnes of waste material per year. Combined, we have a workforce of over 300 employees and a multi-million-pound annual spend.

This role is inclusive of drafting specifications for vehicles, plant and equipment and also for service contracts for the processing of waste, supply of fuels, PPE, work equipment and tools. The role also covers the publishing of tender documentation, evaluation of bids and contract management to ensure compliance with legislation and achievement of best value.

The successful applicant will produce and present various of reports and briefings on contract performance and any necessary changes required. They will also inspect procured assets to agree compliance with specification and liaise with contractors regarding asset disposal and contractual matters.

The role is based at Harris Street Depot, Bradford and Shearbridge Depot, Bradford and the post-holder is required to be on site daily, with home-working available at limited times. 

37 hours per week Monday to Friday, flexible daily hours between 8am and 5pm.

Applicants must be educated to degree level or equivalent qualification (MCIPS, IACCM) or have 3 years’ experience in a Contract & Procurement Management position and be prepared to undertake training to achieve full Membership of MCIPS within 12 months of commencement in the role. 

A full driving licence is essential for this post.
