Job Introduction
This is an exciting time to join the Contracts & Quality Team as we look to further build the capacity of the service, delivering a professional, resilient and well-established contracts and commissioning service, which now covers all ‘people commissioning’ functions at BMDC.
You will be joining a supportive and highly skilled team which champions Bradford’s commissioning and contract management practice and functions as key driver for developing services for both public health and for children within the wider health and care partnership.
We are looking for an experienced Contracts and Quality Manager who is passionate about improving outcomes for children, young people and families to join our Children’s Commissioning and Contract Management team. Post holders will line manage a small team and manage contracts commissioned to support the work of Bradford Council Children’s Services.
The Contracts and Quality Manager will focus on managing contracts commissioned to deliver, in particular, special educational needs and disability (SEND) and education services as well as children’s early help service contracts, focused on a set programme of work, to ensure all contracts deliver positive outcomes and value for money.
Candidates for the Contracts & Quality Manager post will ideally have experience of working with SEND and early help services, and must be able to demonstrate a good understanding of policy and legislation within SEND health and social care. Experience in leading on contract management, performance and quality assurance and improvement is essential, identifying opportunities for efficiency improvements across contracts, as well as implementing measurable outcomes. A comprehensive understanding and experience in performance monitoring, improving quality through partnership working, problem solving and the ability to provide effective support and challenge to service providers is key.
The role will provide operational management to Contracts & Quality Officers ensuring positive outcomes for children and young people, and their families, who use services. This role will involve the development and implementation of contract management processes and practices ensuring we work closely with partners across the health and social care system, and those with lived experience and wider stakeholders, to deliver excellent, high-quality services which meet the needs of Bradford residents, while achieving financial efficiency.
Candidates will be required to demonstrate a commitment to ensuring that children and young people have a voice and ability to influence services they access. Wherever possible, we try to ensure that children and young people are involved in the interview process, and this could include representation on the interview panel.
