Role Description

We are looking for a Digital Business Analyst to join our forward-thinking team in Transformation and Change. This is a unique opportunity to help reimagine how services are delivered in a vibrant and diverse city, using cutting-edge technology to drive real improvements.

As a Digital Business Analyst, you’ll work closely with stakeholders across the council to understand challenges, identify opportunities, and design smarter, more efficient ways of working. You’ll be instrumental in introducing and embedding digital tools — particularly Power Platform and Copilot — to automate processes, enhance user experiences, and unlock new capabilities.

The main responsibilities of this role:

•    Collaborate with service areas to understand business needs and translate them into digital opportunities to support the development of the Council digital pipeline of projects

•    Build strong, trusted relationships with services to support meaningful change and long-term collaboration

•    Lead discovery sessions and process mapping to identify areas for improvement, using Lean methodologies to streamline and simplify workflows and support the delivery of cashable savings

•    Work with a multidisciplinary team to brainstorm and co-design solutions using Power Platform (Power Apps, Power Automate, Power BI)

•    Champion the use of Copilot and other AI tools to enhance productivity and decision-making

•    Support change management and user adoption across teams

•    Help build a culture of innovation and continuous improvement within the council
