Housing (HRA) Contract Manager

Job Introduction

Bradford is a city known for its rich cultural heritage, diverse communities and vibrant neighbourhoods. We are looking for an experienced Housing (HRA) Contract Manager to join our team. In this role, you will work proactively across various disciplines, collaborating with internal teams and external partners, including the Council’s commissioned managing agents (Mears and Incommunities), government departments (MHCLG, Homes England), and the Regulator of Social Housing.

Role Overview

As the HRA Contract Manager, you will oversee all contractual aspects of Council housing landlord services, currently serving 429 homes. Your key responsibilities will include:

  • Monitoring contractor performance to ensure value for money and service quality.
  • Managing the Housing Revenue Account (HRA) budget of approximately £3 million annually, ensuring financial stability and compliance.
  • Leading the right-to-buy processes and annual rent-setting activities, in accordance with the Rent Standard, in collaboration with the finance team.

Candidate Profile

The ideal candidate will bring a solid background in housing management, strong contract and finance management skills, and a proactive approach to collaboration and problem-solving. Key skills and attributes include:

  •  Experience in housing management, contract commissioning, and financial oversight.
  •  Excellent interpersonal, organisational and relationship management skills.
  •  Strong report-writing skills and adaptability to manage competing priorities in a dynamic environment.

Qualifications

In compliance with the Social Housing Regulation Act 2023, candidates for this management role must hold a recognised degree and/or membership in a Chartered body related to housing, property, or environmental health (with significant housing experience), or in a closely related field. As the designated responsible person for the Council under this Act, this role requires a commitment to upholding these professional standards.
