About the Role
Bradford Council’s IT Services team is seeking a proactive and experienced Senior ISP Application Support to lead the operational support and performance management of a diverse portfolio of applications that are critical to public service delivery. This is a high-impact role with the opportunity to shape the future of digital services across Adult Social Care, Children’s Education, and other key service areas.
Reporting to the Application Support Manager, you will oversee day-to-day operations, manage team performance, and ensure the availability, reliability, and security of applications hosted across both cloud-based and on-premise environments. Core platforms include SystemC LAS, ContrOCC, MRI Education Cloud (formerly known as CapitaONE), and GroupCall, among others.
This is a particularly exciting time to join the team, as you will play a pivotal role in the strategic migration from the current Adult Social Care system to SystemC LAS—a cornerstone initiative within the Council’s broader IT Strategy to rationalise and modernise the application portfolio.
Key Skills & Experience
- Proven leadership in mentoring and coaching technical teams, driving performance and skills growth
- Experienced in deputising for senior role (preferably line management also) within Local Authority setting and software development and / or application support environment
- Resource management and prioritisation of team workload
- Strong operational oversight with expertise in ITIL service management (including high severity incidents and problems), service reporting, SLA/KPI alignment, and service excellence
- Skilled in senior stakeholder engagement across council departments and external partners
- Highly technically skilled, having experience of the overarching technical lead role on strategic digital transformation initiatives, collaborating across project and architecture teams
- Hands-on experience managing lifecycle of critical applications (e.g., SystemC LAS, ContrOCC, MRI Education, GroupCall)
- Led simultaneous and multiple complex system implementations involving data migration, configuration, forms and workflow development and integration (APIs, SSIS, middleware)
- Adept at producing technical specifications, work packages, and evaluating IT solutions for procurement
- Vendor management expertise, ensuring delivery against KPIs and influencing product development
- Deep understanding of systems at data level for integration, process redesign, and performance optimization
- Proficient in system administration, configuration management, and maintaining technical documentation
- Effective liaison between business users, technical teams, and vendors for incident and change management
- Confident presenter to senior leadership, translating technical insights into strategic value
- Experienced in monitoring application health, conducting audits, and ensuring compliance with security policies, data protection regulations, and access controls.
