Senior Planner (Infrastructure and Local Plan Implementation)

Job Introduction

The Local Plan team is a multidisciplinary team that are responsible for the preparation, implementation and monitoring of the statutory Local Plan for the district. The team support the districts growth ambitions shaping where and when development can take place alongside assisting the delivery of Neighbourhood Development Plans.


We are looking for a Senior Planner to join our dedicated team in the Infrastructure and Local Plan Implementation team in the Department of Place. This role is an opportunity to make a real difference in our vibrant and diverse city. 

 The main responsibilities of this role:

  • Contribute to and prepare Local Plan Documents ( including Neighbourhood Plans) and Supplementary Planning Documents  (SPDs) and other planning information in delivery of the Local Development Scheme and other agreed priorities, including Community Infrastructure levy, Annual Monitoring Report and Statement of Community Involvement, taking lead responsibility on key elements and projects, in support of the Local Plan.
  • Preparing evidence for Examinations in Public and Inquiries ( including Section 78 of the Town & Country Planning Act and Compulsory Purchase Order), acting as an expert witness for the Council, being the sole representative of the Council at informal hearings, visiting the site with the Investigating Inspector and to appear in Court, as required.
  • Understanding fully the policies and proposals of the Local Plan and related planning documents (SPDs & Neighbourhood Plans) and to explain and interpret them to colleagues, members, third parties and the general public and in so doing to have regard to the Council's wider policies and any exceptional change in circumstances that may have occurred since the plan's adoption.
  • Taking the lead responsibility for particular planning policy areas for example retail/ employment/ housing/environment, including scoping, project planning and commissioning supporting technical work and evidence.
  •  Appraising development proposals against the Local Plan, Government policy and other relevant planning considerations and provision of appropriate advice and recommendations to colleagues and senior managers including securing a high standard of building and landscape design appropriate to good practice in sustainability design guidance,  informing planning contributions and obligations.
  • Undertake strategic planning activities in support of the Local Plan, including contributing to the discharge of the Council’s Duty to Cooperate in preparation of the Local Plan and responding to Local Plan documents prepared by other Councils and supporting spatial planning work within Leeds City Region and any subsequent body under a devolution agreement.
