Job Introduction
We are looking for a Workforce Development Officer to join our dedicated team in the Built Environment service in Assets & Facilities Management.
The Workforce Development Officer is responsible for identifying, designing and delivering learning and development solutions that support both individual and organisational performance within Built Environment.
The role works in partnership with service managers to assess training needs, develop a structured Learning & Development offer and deliver high‑quality interventions that improve skills, capability and service outcomes. This includes both direct delivery and commissioning of training, ensuring value for money and alignment with service priorities.
The postholder also plays a key role in supporting apprenticeships, talent development and workforce planning, as well as managing learning systems and producing performance insights. The role is central to embedding a culture of continuous learning, professional development and organisational improvement.
The main responsibilities of this role:
- Deliver learning and development programmes
Identify training needs and design, deliver and evaluate a range of L&D activities (including face‑to‑face and e‑learning) to support workforce capability and service performance. - Support workforce and talent developmentProvide advice and guidance to managers on talent management, including recruitment, retention, succession planning and employee development.
- Manage apprenticeship and development pathwaysCoordinate apprenticeship programmes, supporting employees and liaising with training providers, ensuring successful progression and outcomes.
- Lead on learning systems and reportingAct as the service lead for the Learning Management System, supporting users, resolving issues and producing management information to inform decision‑making.
- Drive service improvement and collaborationWork with internal teams and external partners to commission training, promote development opportunities and contribute to the delivery of the service’s Learning & Development Strategy.
