Job Introduction
We are looking for an Area & Parks Landscapes Manager to join our dedicated team in the Parks & Street Cleansing. This role is an opportunity to make a real difference in our vibrant and diverse city.
The main responsibilities of this role:
- Personally responsible for the effective and efficient management of some 100+ sites including formal parks, playing fields, bowling greens, buildings, play areas and other open spaces. Works under own initiative and in accordance with strategies policies, systems and procedures whilst meeting financial, operational and performance targets.
- Personally responsible for the effective management of up to 70 staff employed within the area of responsibility including staff discipline, employee complaints, personal development plans, appraisals and other Personnel issues on a level comparable with managerial responsibility and in accordance with the Council’s Human Resource policies and procedures.
- To efficiently control the allocated budgets of up to £2m including delivery of income targets, in accordance with the Council's Financial Regulations and Standing Orders.
- Responsible for the research and preparation of committee reports and briefings including those required for area committees under service devolution. To research, prepare and present reports to Council Committees, Community and other organisations as required
- Personally responsible for ensuring that all managed services meet the legislative and policy requirements for Health & Safety ensuring Risk Assessments, Safe Methods of Work, COSHH Assessments and Joint Safety Inspections are in place.
- To be able to demonstrate a high level knowledge of relevant legislative changes, horticultural industry best practice and community aspirations as part of the senior management team responsible for determining creative and sustainable service standards, strategies and policies.
- To monitor the work of external contractors ensuring quality and delivery to the required standard together with authorising invoice payments.
- To effectively deal with complaints, correspondence, enquiries using own initiative and including service wide issues as allocated. Able to demonstrate high level of competence in carrying out report writing, statistical analysis and general administrative duties using, amongst other means, the ESS/MSS, Microsoft Office and SAP systems
- To establish effective communication channels with local district councillors, the Local Town/Parish Council, area committees, council departments and public and private sector organisations for the shaping and delivery of services.
- Ensure support and guidance is provided to "friends of" organisations, veterans associations, local leagues and clubs, schools and other organisations
- To be jointly responsible as part of the senior management team for the development of workforce planning together with the delivery of the plan including recruitment and selection of personnel, casual employees and subcontractors as required.
- Joint responsibility as member of senior management team for service wide fleet and equipment resource planning, together with ensuring that all related processes and procedures, including insurance claims, are properly processed within area of responsibility.
- To deputise and represent the Head of Service on various committees/working parties as required, provide advice and give presentations to Community Groups/Associations or individuals where appropriate
- The provision of a horticultural and grounds advisory service to schools, Social Services. Asset Management, Highways, other council departments and external organisations.
