The Team
The Bradford Council People Commissioning Service is looking for two experienced commissioners to join our team which provides all ages commissioning and contract management functions for Children’s Services, Public Health and Adult Social Care.
Our team plays a central role in developing high quality and integrated commissioned services working closely with partners across the Council, the Bradford Children and Families Trust and the NHS. These roles provide an opportunity to make a real difference in our vibrant and diverse city.
Its an exciting time to join our highly skilled and professional service of about 75 staff as we are growing in size and capacity. We are committed to investing in our staff, to involving service users in commissioning and in developing and improving services for the citizens of Bradford.
The Role
We are looking for two commissioning managers to join our team: one to join our children’s commissioning team and one to work as part of our public health commissioning team. Further details are listed below about the individual commissioning priorities for the two roles, but both roles share the same job description and the following key responsibilities:
- To lead project teams to undertake commissioning projects
- Undertaking and documenting an analysis of service needs
- Developing options appraisals, business cases and reports to inform decision making about commissioned services.
- Working with providers, service users, practitioners to capture what works best to inform the development of service specifications
- To undertake targeted provider market development and to undertake procurement activity which responds effectively to our Bradford service needs
- To develop the team and manage commissioning staff to deliver our commissioning programme
Children’s Commissioning Priorities
- Development of our Bradford sufficiency strategy for children in care and care leavers and to develop a local market of providers
- Commissioning of residential, fostering and leaving care placements
- Commissioning of edge of care, safeguarding and accommodation services
- Commissioning of other services to meet the needs of children and families in Bradford
Public Health Commissioning Priorities
- To support the department of public health to develop the Bradford Joint Strategic Needs Assessment
- Commissioning of public health services for vulnerable people including domestic violence services, substance misuse services
- Commissioning of services which improve and promote the health and wellbeing of Bradford citizens
We welcome applicants from a broad range of backgrounds and value experience particularly from social care, health and education to inform our commissioning processes. Successful candidates should have experience of working in a commissioning or related role and managing individuals or teams of staff to deliver high value or complex commissioning or service development projects.
They should demonstrate a commitment to improving local services and in giving services users a voice and ability to influence services they access.
