Job Introduction

The Team 
Bradford Council People Commissioning Service has an exciting opportunity for a commissioning officer to join our team. This role will specialise in commissioning services for Older people, Physical Disabilities and Sensory Impairments. 
It is a great time to join our highly skilled and professional service of about 75 staff, with the wider team providing all ages commissioning and contract management functions for Adult Social Care, Public Health, and Children’s Services. We are committed to investing in our staff, to co-producing services with the people who use them and developing and improving services for the citizens of Bradford.
Our team plays a central role in developing high quality and integrated commissioned services, working closely with partners across the Council, the Bradford Children and Families Trust and the NHS. These roles provide an opportunity to make a real difference in our vibrant and diverse city.

The role 
We are looking for a commissioning officer to join our People Commissioning Team to support commissioning projects that can bring about real change; that are innovative, person-centered, and produced in partnership with the people who will use the services and their carers, as well as Health, Independent sector, and VCS. 
We are looking for people who are creative thinkers and problem solvers, who can manage projects, communicate with a wide range of people, and write well.
The main responsibilities of this role:
  • To support delivery of commissioning and policy plans to implement strategic priorities within budget.
  • To report on commissioning issues and make recommendations for action.
  • To help determine through research, intelligence and evaluation of changing service patterns, requirements for service changes. To identify information flows and requirements to inform commissioning priorities and to underpin the development of future service requirements.
  • To assist in the joint commissioning of services with health colleagues, other Council Directorates, independent and voluntary sectors to ensure a “whole systems” approach to service development and the implementation and use of Health Act flexibilities where appropriate.
  • To work with others to monitor and evaluate services and their performance against specific outcomes and objectives to achieve the best possible standards of service and value for money. 
  • Support the development of service level agreements and/or service specifications for contracts with suppliers and commissioning team members.
  • To develop effective arrangements for service user, carer and voluntary sector consultation and their participation in service planning and review.
  • To contribute to the development of the market.
  • To contribute to working groups/project teams as appropriate and to manage particular projects and service developments in partnership with managers.
  • To keep abreast of policies, procedures, evidence of effectiveness, government guidance and legislation related to adult commissioning and to ensure implementation of national guidance across the Department’s areas of responsibility.
