Housing (HRA) Contract Monitoring Officer

Job Introduction

Bradford Council is seeking a skilled and flexible Housing (HRA) Monitoring Officer to join our Department of Place, supporting the Housing Management, Development & Enabling service. Our small housing stock of 429 homes is managed by external contractors, with oversight provided by the Housing (HRA) Contract Manager and this role will be a key part of the contract management function.

Role Responsibilities:
In this role, you will support the Housing (HRA) Contract Manager in ensuring high-quality service delivery by:
  • Producing performance reports and managing statistical returns to meet contractual and audit standards.
  • Processing and verifying payments for contracted providers.
  • Compiling comprehensive performance reports, including statistical analysis, issue identification, benchmarking, and preparing presentations.
  • Monitoring budget expenditures in partnership with the Finance Department and the Contract Manager, including base and external budgets and setting up systems to forecast financial performance accurately.
  • Supporting the contract and service managers in ensuring budget compliance and adherence to Council financial regulations.

We are looking for a candidate with:
  • Experience in financial and administrative roles in the public, private, community, or voluntary sectors.
  • A background in developing and maintaining complex monitoring systems for projects or programmes with proven ability to analyse and report performance data.
  • Proficiency in using databases and advanced information management systems.
  • Strong understanding of data flows, data quality and standards.
  • Educational qualification to at least NQF Level 4 in a relevant field or substantial experience related to the role.
